Reasons for Disqualification

Persons pertaining to any of the below categories will be issued a driver’s license.

  1. Under the age of 18 years (for motorized bicycles, under 16 years of age)
  2. Mentally disturbed or epileptic
  3. Hard of hearing for Level 1(large) license type, blind or near-blind, or others designated as being disabled by the president
  4. Persons who can not use both of their hands or persons who had both their hands amputated above their elbows
    (persons may qualify for driver’s license if they operate specially designed cars that is able overcome their disabilities)
  5. Alcoholics or drug users (including marijuana and other hallucinogens)
  6. For Level 1(large) and Level 1(special), persons under the age of 19 or with less than one year of driving experience
    (excluding qualifications for 2-wheeled automobiles and motorized bicycles)
