Limitations

Limitations in qualifications will occur for persons who have disobeyed the traffic law or obtained penalties for violations.

Limitations
Limitation Period Reason
5 years Person who killed a person when they were driving while drunk without a license, while under the influence of drugs, or overly tired, and fled the scene of the crime
4 years Person who killed a person and fled the scene of the crime for reasons other than the ones mentioned above
3 years Person who committed more than 3 traffic accidents while driving drunk
Person who committed vehicle-related crimes or who drove without a license after stealing a vehicle
2 years Person who was caught for driving without a license in more than 3 instances
Person who took the driver’s exam for someone else (including the exam for motorized vehicle type license)
Person who received suspensions on their driver’s license more than 2 times for the same offense
Person who illegally obtained their driver’s license or used their driver’s license for illegal purposes
Person who stole another person’s vehicle
Person who was caught drunk driving or committed the same traffic violation 3 or more times
1 year Driving without a license
Driving without a license and trying to obtain a motorized vehicle license
Committed a vehicle-related crime
Person who received driver license suspension for reasons other than the ones mentioned above
6 months Drunk driving, driving without a license, committed a vehicle-related crime and tried to obtain a motorized vehicle license
No limitation period Person who did not renew their license or received their health check in the required time span
Level 1 driver who failed his health check for renewal but applying for a Level 2 license
